Our Board of Directors

Hon. Douglas R. Forrester

Chairman

Douglas Forrester has been a leader in both business and public service in New Jersey for more than 30 years. Currently, he is Chairman of Integrity Health, a healthcare services company. Previously, he founded and was the CEO of Benecard Services, Inc. and Heartland Fidelity Insurance Co. All three of his companies have provided risk and program management services making employee benefit programs more affordable for public and private employers.

For many years, Mr. Forrester was Consulting Director for Public Practice Issues for Aon/ASA Consulting and a Senior Lecturer at the Fels Center of Government at the University of Pennsylvania. He also has lectured in public policy courses at The College of New Jersey as well as Monmouth and Rutgers Universities.

In addition to his business career, Mr. Forrester has had a distinguished record of public service. He served in Governor Tom Kean's administration as Assistant State Treasurer. Following this role, he served as New Jersey's Director of Pensions from 1984 to 1990 during which time he managed the State's seven pension systems and its million member health benefits plan. In this position, he became the first senior state official in the nation to fund post-retirement health liabilities as a pension system obligation. Mr. Forrester also served on the township committee and as mayor of West Windsor. Most notably, he was the Republican nominee in New Jersey for United States Senator in 2002 and Governor in 2005.

He is the Chairman of the Board of Rising Tide Capital, a 501(c) 3 micro- enterprise and development organization operating in Jersey City, Orange and Newark NJ. As well, he has been involved with various civic and charitable organizations. Doug has degrees from Harvard University and Princeton Seminary. He and his wife Andrea have been married 45 years and have three children: Alex, Ryan, and Briana.

Dr. Joseph Calabro

DO, FACOEP-Dist., FACEP Chief Physician Executive

Dr. Joseph Calabro, DO, FACOEP-Dist., FACEP, is the Chief Physician Executive of Integrity Health. He is the Founder, President and CEO of Physicians' Practice Enhancement, LLC, a medical practice management group, and Crest Physical Therapy, LLC. He has a longstanding background in academic medicine, research and healthcare management.

Dr. Calabro is Board Certified in Emergency Medicine and the subspecialty EMS. He served as a Lieutenant Colonel in the US Army Medical Corps, Director of Ambulatory Care and Emergency Services at Letterman Army Medical Center for the Northern/Central California region, Officer-in-Charge of the Western U.S. Nuclear Chemical Disaster Response team, and VIP physician for US Presidents and Vice Presidents. After his military career, he served as Chair of the San Francisco Emergency Medical Care Committee, overseeing S.F. Emergency Medical Services and was Principal Investigator for the California Statewide Loma Prieta Earthquake Response research project. Dr. Calabro has been involved in residency training for over 20 years, having founded and served as Residency Program Director/Chair of two emergency medicine residency programs.

In addition, Dr. Calabro has held numerous positions of medical leadership both regionally and nationally. He is the Regional Assistant Dean and Professor of Clinical Emergency Medicine at the University of New England College of Osteopathic Medicine (UNECOM), President of MRI (Medical Malpractice Insurance company), and is past President of the Northeastern Osteopathic Medical Education Network (NEOMEN). He is a reviewer for numerous medical journals and has been involved in many research trials and projects and serves on numerous corporate and philanthropic boards. Dr. Calabro has also published numerous articles and chapters on various topics and is a nationally known figure in physician and healthcare management.

Dr. Calabro is a graduate of Philadelphia College of Osteopathic Medicine and completed an Emergency Medicine residency at Madigan Army Medical Center (Tacoma, Washington). Dr. Calabro also completed a flexible internship at Tripler Army Medical Center (Honolulu, Hawaii) and completed aviation medicine specialty training (flight surgeon) at Fort Rucker, Alabama.

David Reape

Vice Chairman

David Reape's primary focus of work is President of Vendor Assistance Program (VAP), a specialty finance company serving public sector clients, such as the state of Illinois, by arranging accounts receivable financing for their vendors. Mr. Reape also manages ARKequity, a Radnor based private equity concern. Prior to joining ARK, Mr. Reape served as Executive Vice President and Chief Operating officer at J.G. Wentworth LLC, a leading specialty finance firm, where he is a principal and remains in an advisory capacity. He was a partner in J.G. Wentworth LLC's predecessor entities, and was instrumental in developing, implementing and securitizing a number of the company's receivables purchasing programs. Prior to his 13 years at Wentworth, he held various operations management positions at an industrial distributor, before which he was an options trader on the Chicago Board Options Exchange.

Mr. Reape graduated from Yale University with a B.S. in Mechanical Engineering and holds an M.A. in Applied Mathematics from the University of Virginia. He currently serves on the Board of Trustees of The Episcopal Academy (Newtown Square, PA) and on the Board of Directors of Integrity Health LLC (Princeton, NJ).

Executive Team

Dr. Christopher Valerian

DO, MMM, Chief Executive Officer

is the President and Chief Executive Officer of Integrity Health. An award-winning physician, entrepreneur and 2012 GQ Magazine Father of the Year award recipient, Dr. Valerian received his Doctor of Osteopathic Medicine degree from the New York College of Osteopathic Medicine and completed his postgraduate training in Family Medicine at Duke University. Additionally, Dr. Valerian completed a master's degree in Medical Management from Marshall School of Business, University of Southern California.



Dr. Valerian has held several senior level positions in a variety of healthcare organizations including Chief Medical Officer of the hospital division of Cigna Health & Life Insurance Co. (formerly QualCare, Inc).



He is a successful entrepreneur and owner of M & E Management, LLC, a healthcare consulting firm that is engaged in several areas of the industry including population health management, hospital turnarounds, strategic advising around product development, healthcare reform, and value based payment models. His previous roles include as Senior Vice President for Health Integrated, Inc., Executive Medical Director of Quality and Clinical Innovations at Horizon Blue Cross Blue Shield of NJ, and Vice President of Medical Affairs for a large, faith based national healthcare system.

He has served as a physician advisor to the Quality Improvement Organization of New Jersey, elected officer of the Blue Cross Blue Shield Association Executive Medical Forum and frequently advises a variety of firms on topics in healthcare.

Judy Lagana

RN, BSN, MSM, Chief Clinical Officer and Senior Vice President

has setup and supervisory responsibilities for Partnership Health Center operations. Her decades of clinical and hospital executive experience, coupled with ground-up familiarity with startup of health center operations, is a unique and especially valuable combination. Prior to joining Integrity Health, she was Vice President Ambulatory Services at St. Francis Medical Center. Should Integrity Health assume contractual responsibility for the district's health and wellness center, her primary responsibility will be shifted to managing its setup.

Kim Tucker

Chief Financial Officer

has over 30 years of experience in health services corporate financial management and accounting. Kim and her team handle all company finances and accounts including segregated accounts, setup for each of our client-dedicated Partnership Health Centers. Kim's expertise aligns perfectly with public employer needs because of her focus on complete and accurate record-keeping and reporting. She understands the importance of transparent financial operations for public entities sponsoring a Partnership Health Center and will customize reporting functions to meet specific client needs. Kim and her team develop strong, supportive relationships with public administrators to provide the highest level of services so that required accounting reviews do not become worrisome or burdensome.

Mark Caliguire, Esq.

Vice President of Government Relations and Client Development

has broad experience in business, government, and healthcare. He has worked in private legal practice representing corporate clients and government entities before regulatory agencies and in state and federal courts. He also has experience running the government relations effort and as general legal counsel for a 235-bed acute care hospital. Mark has managed the growth and operations of a $30 million specialty consumer products company and has served on the United States Small Business Administration's National Advisory Council.

Caliguire served on the Montgomery Township, NJ Township Committee from 2003 to 2011, and as Mayor from 2009 to 2011. He served as a Somerset County Freeholder from 2011 to 2018, where he was Budget Chairman from 2016 to 2018 and Freeholder Director in 2015. He currently serves as the President of the Somerset County Park Commission.

He graduated from Cornell University with a degree in Government and was selected to Phi Beta Kappa. Mark received his law degree from Georgetown University.

Colleen Woods

Chief Information Officer for Integrity Health

brings extensive experience of a combined government, healthcare and technology background to work with existing and emerging technologies with a focus on health innovation to support Integrity Health as an advanced provider of digital healthcare services. Formerly, Colleen was appointed by Governor Chris Christie as the NJ Health IT Coordinator overseeing $1B in funding for electronic medical record adoption and health information exchange and establishing the NJ health information network (NJHIN).

Colleen serves as a Trustee on the Board of Trustees of Capital Health. She is currently earning a Masters degree in Art History from Oxford University and holds a Masters degree in Information Technology Management from George Washington University and a Masters degree in Public Administration from Rutgers University.

Lily Lazroe

Director of Client Relations

has nearly twenty years of experience in management and insurance administration. As Director of Client Relations Lily directs all functions of Member Services at Partnership Health Centers and is responsible for ensuring that clients and members alike are provided with the extraordinary customer service that they have come to expect from Integrity Health. Prior to joining the Integrity team, Lily worked as a Human Resource professional for a large public school district and was solely responsible for insurance administration for over 2500 covered lives. She also held a top management position in a well-known urban based medical practice in North Jersey. Her background in medical practice management, coupled with her extensive knowledge of public sector insurance administration has provided her with the unique skill set needed to facilitate the needs of both members and clients of Integrity Health.
